of the Transitional Government
🏛 1. Scrutiny, Accountability and Sanctions of Foreign Enterprises
The incoming State shall immediately institute a comprehensive audit of all foreign enterprises that conducted operations in Cuba under the former regime, in accordance with the principles of transitional justice and economic sovereignty.
- Involvement in labor exploitation schemes or coerced labor practices
- Complicity with repressive instruments of the State apparatus
- Exploitation of state intermediation mechanisms to withhold lawful wages from workers
- Direct enrichment through structurally unjust economic arrangements
- Enterprises compliant with the new constitutional order → authorized to continue operations
- Enterprises with identified irregularities → subject to administrative sanctions and mandatory restructuring
- Enterprises found complicit in grave abuses → immediate expulsion and permanent prohibition from future operations
🕊 2. Liberation of Political Prisoners
Expedited and independent judicial review of all politically motivated cases. Immediate release of detainees where the rule of law so mandates. Full guarantee of due process, restitution of rights, and institutional reparation.
⚖ 3. Judicial Review of Criminal Convictions
Establishment of an independent judicial oversight commission. Systematic review of convictions rendered without sufficient evidentiary basis. Implementation of expedited appellate mechanisms in conformity with international human rights standards.
🛡 4. Rule of Law and Investment Framework
Creation of a transparent and stable legal environment conducive to domestic and foreign investment. Constitutional protection of private property. Direct employment contracts with full remuneration. Access to international commercial arbitration.
🌐 5. Reform of the Diplomatic and Foreign Service
Comprehensive restructuring of the diplomatic corps under principles of meritocracy and professional excellence. Reorientation of foreign policy to serve the sovereign national interest and uphold Cuba’s standing in the international community.
📉 6. Defense Expenditure Reform
Substantial reduction of military expenditure in line with democratic norms. Reallocation of resources toward productive and social sectors. Establishment of absolute civilian oversight of the armed forces.
👮 7. Reform of the State Security Apparatus
Systematic dismantlement of repressive security structures. Categorical prohibition of political persecution and arbitrary detention. Full institutional reorganization aligned with democratic governance and the protection of civil liberties.
🏛 8. Recovery of Illicitly Acquired Assets
Comprehensive national audit of public and private assets. Judicial pursuit and restitution of wealth illegally obtained by officials of the former regime. Active engagement with international cooperation mechanisms for asset recovery.
👥 9. Constitutional Founding Process
Convening of a democratic Constituent Assembly with broad and pluralist representation. Inclusive deliberative process open to all sectors of Cuban society. Ratification of the new constitutional framework through a free and universal referendum.
💵 10. Macroeconomic Stabilization
Implementation of anti-inflationary measures to restore monetary stability. Comprehensive currency and monetary reform. Enforcement of strict fiscal discipline as the foundation for sustainable economic recovery.
⚙ 11. Productive Sector Revitalization
Full legalization and institutional recognition of small and medium-sized enterprises. Elimination of bureaucratic impediments to economic activity. Introduction of targeted incentives to stimulate domestic production and export competitiveness.
💧 12. Restoration of Essential Public Services
Declaration of a national energy emergency and implementation of an immediate response plan. Priority investment in the restoration and modernization of water supply, sanitation systems, and critical public infrastructure.
📢 13. Restoration of Fundamental Rights and Civil Liberties
Full restoration of freedom of expression, opinion, and the press. Unrestricted access to the internet as a fundamental right. Guarantee of religious freedom and the right to free association and political organization.
❤ 14. Transitional Social Protection Policy
Establishment of a targeted social safety net for vulnerable families during the transitional period. Design and implementation of employment generation programs and professional retraining initiatives to facilitate economic reintegration.
📋 15. Public Administration Reform
Rationalization and modernization of State structures to enhance efficiency and service delivery. Full digitization of public administration processes and mandatory transparency standards for all government institutions.
🔒 16. Citizen Security and Public Order
Prioritization of public safety as a fundamental state obligation. Strengthened institutional coordination among law enforcement, prosecutorial, and judicial authorities. Adoption of evidence-based crime prevention strategies.
🔍 17. Governmental Transparency and Anti-Corruption
Mandatory public disclosure of State budgets and financial accounts. Establishment of an independent supervisory body with full investigative authority. Comprehensive legal protection for whistleblowers and anti-corruption witnesses.
✈ 18. Engagement with the Cuban Diaspora
Creation of institutional mechanisms to facilitate diaspora investment and voluntary return. Full recognition of professional credentials and civil rights of Cubans abroad. Active incorporation of the diaspora as a strategic partner in national reconstruction.
📅 19. Implementation, Monitoring and Accountability
Establishment of measurable and verifiable benchmarks at 30, 60 and 100 days. Public disclosure of progress indicators and performance metrics. Mandatory periodic reporting to citizens as an exercise of democratic accountability.
